Delaware’s Division of Accounting has broad responsibilities within the State’s financial management structure. Generally speaking, Accounting is responsible for financial reporting, account processing, establishment of our State’s general internal control structure and prescription of policies that promote the efficient and effective management of state revenues and expenditures. Accounting is supported by experienced and professional staff within three distinct groups – the Payroll Compliance Group, the Financial Reporting and Internal Controls Group, and the First State Financials Group.
The Payroll Compliance Group (PCG) is tasked with ensuring all State Organizations comply with federal, state, and local laws and regulations governing payroll processing. PCG monitors Organizational compliance by way of periodic examinations and provides Statewide guidance on hot-button topics through alerts, bulletins, communications and quarterly forums.
Accounting’s Financial Reporting and Internal Controls Group is responsible for the issuance of the State’s Annual Comprehensive Financial Report as well as the preparation of many other reports and the periodic review of internal controls at State Organizations. The Annual Comprehensive Financial Report is one of the State’s most important financial reports, as it is used by external parties to gauge the financial condition of the State. The Annual Comprehensive Financial Report is a key component in the determination of Delaware’s bond rating.
The First State Financials Group (FSF) supports Delaware’s accounting system. The State’s accounting system consists of 13 modules, including General Ledger, Commitment Control, Accounts Payable, Accounts Receivable, Asset Management, Billing, Cash Management, Customer Contracts, eProcurement and Purchasing, Grants Management and Project Costing. The accounting system is fully integrated, which allows for the processing of complex accounting transactions within an automated internal controls environment. The First State Financials Group also has a Service Desk and a dedicated FSF Training team.

Accounting’s mission is to “provide expert financial and technical accounting services for the State of Delaware, delivering central support to State Organizations as well as consistent and reliable financial information to the public.” We are here to serve all State Organizations in support of that mission.
